1. Understaffed Unit Response
The staffing memo dated December 1, 2009 from Chief of Operations Sweeney to all borough commands articulates procedures for companies responding with less than 4 Firefighters. Understaffed fire apparatus have been shown to significantly increase danger levels to Firefighters and the public we serve. Steve Cassidy will discuss this issue at the Special Union Meeting today. Additionally, recommendations will be discussed for capturing data from field units that have their staffing reduced to less than 5 FFs (or less than 4 FFs) AFTER the start of the tour.
2. Reduced Manning Incidents & Injuries
Members are strongly encouraged to forward copies of job tickets with a detailed description to the UFA documenting any fires or emergencies where reduced manpower adversely affected operations. Also forward the Officer's Unusual Occurrence report. Information should include reports of injuries to Firefighters or civilians. Please include any additional information that may be helpful. Fax to the UFA at 212-683-4359, Attn: Joseph Miccio, Recording Secretary, or email to RecordingSecretary. If the injuries are serious, also call the UFA immediately at 212-683-4832. Make sure you state that it is an emergency and that you need to speak with a Trustee or other Board Member.
3. Detail Transportation
AUC 287 (sections 9 and 10) specifies procedures for transportation of detailed Firefighters. See attached AUC 287 excerpts.
4. Portal Exceptions
NOTE: The ONLY details ineligible for portal pay are specifically listed in PA/ID 5-74, Section 10, which is attached for reference.
